When to use:
Caller has shared information that leads you to believe someone may be the victim of abuse or maltreatment.
Important information to collect:
- Name of client, caregiver, and any other relevant parties
- Callback number
- Client's current location

Suspected abuse, neglect, or financial exploitation of a vulnerable adult:
When you suspect abuse, neglect, or financial exploitation of a vulnerable adult (see definitions below). CALL 911 if the person is in immediate danger.
All Senior LinkAge Line staff are mandated reporters of vulnerable adult maltreatment. Any time you suspect abuse, neglect, or financial exploitation, a report to the Minnesota Adult Abuse Reporting Center (MAARC) is required. Mandated Reporter Form
Note: Reports should not be submitted if there is not enough information for the lead agency to investigate. Example: There is neither a client name nor a location where the suspected maltreatment occurred.

Definitions of Vulnerable Adult and Maltreatment:
A vulnerable adult is over age 18 and:
- Has a physical, mental, or emotional disorder that makes it difficult to care for themselves, and protect others from maltreatment; or
- Is in a licensed facility such as a hospital, nursing home, transitional care unit, assisted living, board and care, or foster care home; or
- Received licensed services such as home care, day services, or personal care assistance
Maltreatment includes:
- Abuse: can be physical, emotional, or sexual abuse; use of restraints, involuntary seclusion, or punishment
- Neglect: failure to provide food, shelter, clothing, health care or supervision necessary for the person's health, safety, or comfort. Neglect may be by a caregiver or service provider, or self (when the person cannot meet their own needs)
- Financial exploitation: theft, withholding of money or property, or use of the vulnerable adult's money or property when not for the person's benefit
Reporting to Minnesota Adult Abuse Reporting Center (MAARC):
- Best Practice: Encourage the caller to make their own report and warm-transfer the call to MAARC at 844-880-1574
- Note in CTS should say "Transferred caller to MAARC to make own report"
- Minimum required information
- Name of the vulnerable adult or caller
- Call-back number or current location (address) of the vulnerable adult
- Do not submit a report if you are unable to collect this information
- If Senior LinkAge is making the report, collect as much information as possible before calling MAARC at 844-880-1574 or use the Mandated Reporter Form. Possible information to collect:
- Full name, DOB/age, address, gender, ethnicity
- Call-number, current location
- Alleged perpetrator information
- Nature and extent of suspected maltreatment or neglect
- Current injuries, medical diagnosis/problems, disability
- Needs for assistance and any services being received
- Time, dates, locations of incidents
- Actions taken to protect the vulnerable adult (sent to ER, wellness check, etc.)
- Risks of imminent danger to the person
- Reporter: enter your name.

- Description of incident:
- At the beginning, say: "This information was obtained during a call to the Senior LinkAge Line and the information provided in this report is everything that was provided by the caller."
- At the end of the description, say (again): "No additional information is known to this reporter."
- Questions 1, 2 and 3: Answer NO
- Does the Reporter wish to receive notification of status of report? NO
- Is the info being entered by law enforce, MDH, DHS or County? NO
- Are you a designed facility report for a DHS or MDH licensed provider? NO
- CTS note should state: Referred to MAARC, call center report number XXXXX

Info on Adult Protection:
Adult Protection (DHS) seeks to balance the following (in order of importance):
- The rights of the individual
- The safety of the individual
- Person-centered protection
- Least restrictive intervention
All adults are assumed competent with the right to make decisions (those could be bad decisions – goes back to the rights the individual holds).
Most common interventions:
- Guardianship/conservatorship (this is a concern to DHS as it is not a person-centered approach and they are working on this)
- Case management
- Move/relocate
- Home and community-based services
- Caregiver education/support
